`withheld: true` marks a report published with `force` over failed evidence gates — it
carries a withheld notice instead of a scorecard.

## Errors

Every returned `url` is a published, publicly reachable document about a named brand.
They are `noindex`, but they are not secret — anyone with the link can read it. Treat
this list as client-confidential.
