Prioritized fixes for a brand, most impactful first.

Fixes are sorted by expected gain descending, with priority assigned from that order.

"Expected gain" is the number of points that penalty is currently costing. It is not a forecast of movement — and per the noise floor, a single fix at 10 or 15 points is not independently detectable. Ship several.

NOT_FOUND when the brand has no fixes.
